What is this on the trees? Pagan / witchcraft stuff?

Now my thought was sort of the idea of cat's eyes but i have been out of practice for the last 2 years so i am not quite sure about it and yes even being 10 days old they could have celebrated earlier.The whole idea is the giving to the earth and blessing us with a good year.
