Creating a newsletter/mailing list?

I have a photography business/website. Im wanting to create a mailing list/newsletter to send out deals or information to clients/fans that want to be put on a newsletter. Does anyone know a website where you can start a newsletter. Or to even go about doing this. Thank you. Also- For right now, I would like to do it free or as cheap as possible. :)
