Why was there a rush to impeach Blagojevich before his official indictment?

Of all the media reporting I saw and heard on this mattter, there was only one reporter that I heard talk critically of the prosecutor's behavior and unprofessionalism and how the Illinois legislature acted like a kankaroo court and made a mockery of american justice. Just one reporter.
