Can a blackout severly damage my PSU?

It's not the blackouts that cause the problems, its the inrush of the power coming back on, with voltage spikes that can and will cause the problems. Using surge protectors can offer some buffering of the spikes in voltage but are not always a guarantee to save your system. A UPS usually will offer more protection against spikes.
